The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of National Expert for the GIZ Programme: “Private Sector Development in the South Caucasus”.

Duration: term-contract for an initially 10 months with option for extension on annual basis.
Commencement: 01 March 2012.


The programme:

The main objective of the regional programme “Private Sector Development in the South Caucasus” (PSDP SC) is to improve planning and implementation for economic development processes in the South Caucasus region. It aims at the improvement of private sector development in the three countries Armenia, Azerbaijan and Georgia, as well as the improvement of the economic relations amongst them and towards the EU. PSDP SC in Georgia partners with the Ministry of Economic and Sustainable Development (MoESD), the Ministry of Education and Science (MoES), governmental institutions, private sector associations, private companies and other relevant stakeholders. GIZ programme funded by German Federal Ministry for Economic Cooperation and Development.

Job profile: National Expert M&E and Public Relations

The position is defined as an expert on Monitoring and Evaluation (M&E) as well as on Public Relations (PR) within the Regional Private Sector Development Programme South Caucasus (PSDP SC). The position will be based in Tbilisi and complement the existing PSDP SC GE – team (team leader vocational education and training/PPP, senior expert investment/trade, junior expert policy research/analysis).


The expert is responsible for the:

** Development, implementation and maintenance of a monitoring and evaluation system of the regional PSD Programme SC (Armenia, Azerbaijan, Georgia) assuring efficient and effective participation of GIZ partner institutions: 50%
** Planning, coordination, implementation of advice to trade and investment related PR and communication measures that are relevant within the Georgian programme context (concerning all four components, esp. trade fairs, shows, conferences, etc. of PSDP SC GE partner institutions, their clients/members or GIZ): 30%
** Planning, coordination and implementation of measures in cooperation with the officer responsible in the field of quality infrastructure and food safety within the programme context in Georgia: (20%).


B.1. Management Responsibilities:

The expert is responsible for:

** The orders and measure in the programme that are assigned to him/her;
** Monitoring, managing and coordination of consultancies and short/term experts ensuring that they provide cost-effective services;
** Handling of correspondence in the framework of the regional programme as well as with programme partners, academic institutions, business representatives and other stakeholders.

B.2. Professional Advisory Services:

The expert, in consultation with the programme management:

** Advises management and partner institutions with the strategic set-up, implementation and reporting of M&E systems contributing to the programme’s M&E system in the region;
** Promotes M&E measures in the context of GIZ Capacity Works
** Advises on planning and implementation of communication and public relation measures, the participation of partner institutions in national and international trade and investment related fair and exhibitions
** Participates in identifying needs for external support and advice, formulates job descriptions and terms of reference, selects and supervises third parties in the course of carrying out programme activities, including performance evaluation
** Contributes to preparing and implementing the coordination processes, joint programme activities (e.g missions, study tours, expert visits) and works in the region
** Deals with the design, preparation and implementation of workshops, seminars and other events in issues related to the management responsibilities of the position
** Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
** Monitors programme progress and the activities assigned, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the programme management.

B.3. Networking and Cooperation:

The expert, in consultation with the programme management:

** Ensures cooperation, regular contact and dialogue with partners; carries out PR work and cooperates with communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
** Communicates local interest and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme
** Travels in Georgia, the South Caucasus region as well as abroad, in accordance with the project requirements.

B.4. Knowledge Management:

** Provides input to the programme reporting system, e.g. annual reports, progress reports on the basis of the M&E system and in coherence with GIZ Capacity Works and to any other report required by the program management and/or GIZ head office
** Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
** Draws up reports and presentation documents.

B.5. Other duties and tasks: The expert performs other duties and tasks at the request of the programme management.

Required qualification, competences and experience:

Qualifications: Bachelor’s degree or higher in Business Administration or Economics.

Professional expertise:

** Proven experience (at least 5 years) in Results Based Monitoring and Evaluation or a comparable position
** Proven experience (at least 3 years) in corporate public relations, event management and publishing.

Other knowledge, additional competences:

** Excellent working knowledge of ICT (office applications, phone fax, e-mail, etc.)
** Fluent written and oral knowledge of English and Russian; German would be a valuable asset
** Knowledge about food safety requirements in agricultural production and processing would be an asset
** Willingness to up-skill as required by the task to be performed – corresponding measures are agreed with management
** Team spirit and ability to adapt GIZ work culture as a foreign organisation in the Georgian context.
